Welcome Carl and in answer to your question - any Corgi that is not riveted has probably been opened up and restored by a previous owner.

Why not go to the Corgi area and show us some pictures?

We like pictures

Welcome Carl. A bit late looking at the replies of some other members, but see, I have been busy last night working on restos, so no time for the computer. See, all these guys in here are big talking, and I am the only one working on the hobby.
Also they are warning you about me, but I am not that bad really. In order to Andrews answer about your opened Corgi, if it is not rivited back, but screwed, I probably did that. And if not, I get the blame anyway all the time, so never mind.
We all hope to see your pictures soon!

Interesting Carl, but not uncommon. In fact, I think we talked about this difference before in the past here. I have she same variations as you have. Now open the bootlids of  both cars, and then take some pictures. In one of them you see the plastic bumper is attached to the metal by two k.n.o.b.s., the other one is unattached.
I think it was done because the bumper fell off.........
